The Bureau of Home Furnishings and Thermal Insulation (BHFTI) highest priority is to protect California consumers. We are committed to vigorously enforcing the law equally and effectively throughout the state. The essential bedrock of BHFTI's enforcement program is a commitment to following our Principles of Enforcement. These principles guide all enforcement-related strategies, decisions, actions, and special investigations:

Fast

We take swift enforcement action to minimize consumer harm after thoroughly evaluating the evidence and considering mitigating or aggravating factors.

Firm

We administer the appropriate level of discipline to change behavior and deter future violations.

Fair

We base all enforcement decisions on evidence of non-compliance and in proportion with the consumer risk caused by the violation.

Consistent

We take a consistent enforcement approach in similar circumstances to improve consumer protection.
